signatories initiative is not intended to become a political party or become a political platform but, only, moving to society independent and objective reflection of a group of people on the sensitive situation being experienced by our country and appreciate the impact it has. 1 .- The current economic crisis immediate social effects of which are essentially the destruction of jobs and the business community, required to overcome it, an accurate diagnosis of the causes that drive and that caused the particular impact it has on our economy. Among these, and its importance, do not overlook those that originated in a profound crisis of human values, whose recovery has to be parallel with the adoption of technical measures necessary to overcome the current situation.
.- Aware of this, the sole intention of those who participated in this initiative is none other than our society aware of the seriousness of the current situation and the need to react to it with the support of everyone, especially those who, by his experience, independence, social recognition, professional and academic can help to overcome it.
.- The benefits of the welfare state have been wrongly interpreted, transforming our society and undermining its values, seriously compromising the principle of responsibility for our own actions. We have moved from the culture of sacrifice for the least effort possible, that of the savings to the consumer, of the being that of having, the respect and protection of individual dignity of the person to satisfy the selfish interests ; of the allowance for improvisation.
.- The financial crisis is a reflection of the decline. Taxation, too. The insistence on justice through income forgetting the necessary rigor and austerity in expenditure control, distorting even own tax system with tax privileges indiscriminate and standards are not always fair, is a living example of it.
.- Without prejudice to the necessary control that the State must have on economic activities that are considered strategic for the public interest, private enterprise and free markets remain the main source of wealth and job creation. Maintain the company's ability to generate wealth and employment requires reforms that, among other objectives, prevent and reject improper behavior with respect to moral or ethical limits of human behavior, excluding the same way the relativization of good and evil and its replacement by the moral desirability of short-term success. The market economy is only conceivable if the State to safeguard the freedom and correct undesirable effects. The social market economy embodies our Constitution recognizes this symbiosis required for the design of our social economic model and a true commitment from both institutions.
.- Although the economy has globalized, there is no global authority. It is therefore necessary to adopt a coordinated and urgent international action to prevent dishonest acts of traders who take refuge in the global dispersal of public authorities.
.- It is therefore necessary to lay the foundations for a new model of society in which ethical, moral and human values \u200b\u200bhave a prominent place.
.- Overcoming the serious economic crisis we face demands in our country, to distinguish between cyclical and structural reform measures to settle the pillars of the new model of society.
.- As for short-term measures we consider necessary to improve the implementation of public expenditure exceptional and urgent adapt our legislation to the current crisis environment, allowing companies dramatically postpone their payments to the Treasury; reduce fiscal and social costs of firms and workers, and to impose credit controls to financial institutions that benefit from public aid to flow immediately to businesses and individuals. While it is socially necessary to help those who have economic difficulties, we must not forget that it is a priority to ensure the continuity of our business and thus avoid the loss of jobs.
.- Regarding structural reforms, education reform is a priority to ensure the level of future training and professional competence of youth, and encourage effort, human and social training and invest in continuing education. It is also a priority judicial reform, not only to give it the necessary means, but also for our country to become a benchmark for investment and economic development. It is therefore necessary to ensure the basic pillars of the rule of law: the rule of law, public order and economic, compliance with covenants and agreements, security on the claim it was due, the certainty of a resolution in time and full independence of the judiciary.
.- It is equally important to lay the legal basis for public expenditure management, with criteria of efficiency, effectiveness, control and transparency as a cornerstone of political action, trying to avoid obstacles sometimes creates overlapping of different administrations for the proper functioning of the market. Of equal importance is betting on new technologies, innovation with proprietary technology for renewables and alternatives, research and development, productivity, regain the industry has relocated and a competitive business, and take decisions on sensitive topics such as aging of the population, public health, the state of autonomous and taxation, not to mention the urgent need for effective mechanisms to eradicate corruption.
.- The consequences of not taking the economic and structural measures necessary, can transform the current economic and political crisis in a turbulent social crisis of unpredictable consequences. It is therefore urgent to overcome the distrust, despair, indifference and disappointment of citizens to politics.
.- It is likewise necessary to distinguish between two types of crisis that our country overlap to be confused: a productive, cyclical, and one financial, marking unprecedented and deteriorating social background and values. The technical measures to correct them are in each case different. However, for a better understanding of these reflections, we have referred to them interchangeably. 14 .- Plot
firmly the outlines of the reforms that our country needs is a task for those who live and work in it. The participation of the society is now more necessary than ever. We therefore call upon all citizens to civil and social institutions, the various university bodies, the employers and trade unions, professional bodies, the media and in general to all of us in society civil, to think objectively and independently on the situation in Spain, and providing help to overcome proposals, raising the necessary public debate and actively participate in it. The aim of this participation is that the powers public to undertake the necessary economic and structural reforms with the generosity and vision of working together for a common goal. The participation of all stakeholders is a strategic need to project our country beyond the stormy and uncertain scenario that overwhelms us.
